Police have cordoned off a council office building in a town centre.
Officers remain at Swale House in East Street, Sittingbourne, this morning.
The car park and underground section of the premises are taped off.
One business owner said he had seen the emergency response there when he left his cafe at around 8.30pm yesterday and then again today at around 6.30am.
Another witness saw four police cars and three ambulances at the site this morning around 4am.
Kent Police, the ambulance service and Swale council have been contacted for more information.
