Three people were fined a total of £600 and several electric bikes and scooters were seized by police.
Officers were carrying out checks following concerns raised by residents and business owners in Rochester and Strood about dangerous drivers and unfit vehicles.

Police officers worked with the council and the Environment Agency to carry out checks on Tuesday, August 19.
Police gave out 59 traffic offence reports for driving without insurance, using a mobile phone at the wheel, not wearing a seatbelt and carrying children without restraints.
Three drivers were fined a total of £600 for having no insurance, no licence and no seatbelt.
A car, two electric bikes and seven e-scooters were seized.
One motorist was stopped from driving until a faulty seatbelt was repaired.

Environment officers also checked 12 vehicles carrying waste to make sure they were following licence rules.
Inspector Paul Diddams said: “Law-abiding motorists, cyclists and pedestrians are put at unnecessary risk by those who flout the law.
“Local people have shared their concerns and we are determined to target illegal drivers and, where appropriate, remove their vehicles from public roads.
“This enforcement will be repeated throughout the rest of the year.
“Our message is simple: if you are driving an unsafe and illegal vehicle, electric bike or e-scooter, be prepared to have it seized and face being reported for any offences you have committed.”
