New York (WRGB) — The New York State Gaming Commission has officially welcomed eight applicants into the competition to develop and operate a new gaming facility in the state. Brian O’Dwyer, Chairman of the NYS Gaming Commission, emphasized the commitment to a “fair, transparent, competitive, deliberative, and beneficial” casino siting process.

“This is a tabula rasa – there are no frontrunners or favorites,” O’Dwyer said. He highlighted that the proposed projects represent significant private investment, job creation, and community amenities beyond the casino itself.

Each project must secure local entitlements, including zoning approval, and receive the nod from a Community Advisory Committee composed of appointees from local elected officials. Only projects meeting these requirements by September 30, 2025, will be considered by the Gaming Facility Location Board.

Appointing authorities for all eight projects have been informed of their duty to establish Community Advisory Committees promptly. These committees will conduct public hearings to assess community support or opposition and will vote on whether to advance the projects for Board evaluation.

Projects not approved by their Community Advisory Committee will not proceed. The Board will evaluate approved projects and select up to three by December 1, followed by Commission licensure. This timeline ensures that New York State will receive casino license fees ahead of schedule.

The revenue from new gaming facilities is expected to benefit public schools, mass transit, local governments, and problem gambling treatment services. The jobs created are anticipated to provide livable wages, supporting families in New York.

O’Dwyer said,

We look forward to a competitive process with active community engagement for all proposals.
