Arsenal were interested in signing Watkins from Aston Villa in the January transfer window but saw their shock approach rejected.
The 29-year-old netted 16 times in the Premier League last season and talkSPORT previously reported that a move is a possibility.
On the other hand, Jackson has fallen down the striker pecking order at Chelsea, meaning a move for him could be a simpler process.
Liam Delap and Joao Pedro shone for the Blues at the Club World Cup having just joined from Ipswich Town and Brighton respectively.
Jackson, who has scored 30 goals for Chelsea in two seasons, is now of interest to other clubs this summer.
One of those is Villa, with boss Unai Emery previously managing the Senegal international at Villarreal.
Villa are also keen on Alejandro Garnacho, who has been linked with Chelsea since January.
The Argentine winger could be part of a mass change in attack at Old Trafford this summer, with Cunha their first such signing.
Bryan Mbeumo is also on course to join from Brentford for £65m plus £6m in add-ons.
He will sign a five-year contract at Ruben Amorim’s side.
