The New York State Gaming Commission has selected NYSTEC to provide logistical and administrative support for the Community Advisory Committees (CACs) tied to the state’s commercial casino siting process. The CACs are a crucial step for applicants seeking up to three available casino licenses, ensuring that proposed projects receive local community approval before being considered by the Gaming Facility Location Board.
Under state law, each project-specific CAC must approve an application before it can advance in the licensing process. Comprised of appointees from elected officials representing the project’s physical location, each CAC operates under New York’s Open Meetings Law, requiring transparency and public engagement.
NYSTEC will oversee operations for eight separate CACs, managing public events, gathering community feedback, and facilitating communications between committees and applicants. Their role also includes providing meeting materials, securing venues, coordinating secure delivery of application documents to CAC members, and presiding over initial organizational meetings.
“The Community Advisory Committee process ensures that only those casinos that are embraced by their community will be considered by the Gaming Facility Location Board,” said Gaming Commission Chairman Brian O’Dwyer. “NYSTEC has the expertise and experience necessary to usher these Committees through their statutory process, and we are proud to be working with them.”
NYSTEC President and CEO Kevin M. Owens echoed the importance of community engagement. “We’re focused on ensuring that each CAC operates with transparency and structure, with public access, so that all CAC members are empowered to meaningfully engage in this process,” Owens said.
The Commission selected NYSTEC’s proposal over three other bids following a Request for Proposals issued on April 22, 2025.
